User Scheduling Scopes

Introducing Organizer Scopes, definable in settings and assignable to users in their profiles with specific percentages and validity periods. Added Scope Deductions to track and manage reductions against these assignments via a new dialog accessible from the user’s scope table. A warning now appears in the appointment popover when planning might exceed an organizer’s calculated available scope for the relevant timeframe.
