Sets a user's active status immediately or schedules activation/deactivation dates. Provide `isActive` to change status now (clears scheduled dates), or provide one or both of `setActiveOn` / `setInactiveOn` to schedule changes. Omitting a scheduled date field leaves the existing value unchanged.
