Creates a user note. `data` is a TipTap document (`type: "doc"`). See `UserNoteData` for supported block types (`paragraph`, `heading`, lists, task lists, etc.) and inline marks (`bold`, `italic`, `link`, …). Scoped to your integration's institution via Basic Auth credentials.
